This independent advisory report is a response to the request to translate the Draghi report - which outlined the future of Europe's earning capacity - to the context of the Netherlands. Authored by Peter Wennink, former CEO of ASML, and presented on 12 December 2025, the report outlines why the Netherlands must invest now to safeguard future prosperity.
The report focuses on four strategic domains: Digitalisation & AI, Life Sciences & Biotechnology, Security & Resilience, and Energy & Climate Technology. Together, these domains form the backbone of the great transitions of this century and increasingly determine the geopolitical balance of power.
With 51 concrete recommendations and an investment agenda of approximately €126 billion - largely financed by the private sector - the report provides a roadmap for a stronger, more resilient Netherlands. It calls for decisive governance, stable financing, and the courage to make difficult choices.
